Fees and fees for the ports and harbors of the Kingdom of Saudi Arabia associated with the General Authority of Ports shall be paid in accordance with the following tables

  • For cars and self-propelled vehicles that can not be driven to / from the vessel for any reason such as non-suitable vessel or lack of fuel, in which case it shall receive three times the wage provided for in paragraph (1/3) above.

The scope of services covered by freight and unloading charges between the ship and the berth described in (1) above (except for items (1/2), (1/5/2), (1/5/3), (1/5/4) And receive wages in exchange for facilities provided by the port):


A /Included Services:

  • Forming containers and rolling goods, and disassembling them on the ship's back if the laces are of the unified type.​
  • Open and close the doors without prejudice to item (2/1).Employment provision.
  • Provision of goods handling aids (eg drum, rope and metal lifting wire).
  • Provide headers and forklifts for ro-ro.
  • Provide specialized container handling cranes for container vessels.
  • Provision of bulk cargo handling equipment for bulk cargo vessels.
  • Inventory inventory and report application results.
  • Additional working hours.
  • ​​​Oversee handling of ship and dock.
  • Use of port sandals.

Wages are paid whether or not all of these services are provided.​



​B / Not covered Services:

  • Any equipment other than that provided in the services covered above.
  • Handling cargo damaged due to maritime accidents, and paid in accordance with the additional non-maritime services clause (2/8).
  • (2/6) The lost time which falls under the responsibility of the ship or its agent and is paid in accordance with the lost time clause (2/6).
  • The goods belonging to other ports shall be restocked and paid in accordance with the goods restocking clause (2/7).


2. Additional services:

2/1 The use of additional equipment to raise the covers of the shipyards at the container terminal gets (300) riyals for each cover.

2/2 Any additional movement of container, flat or trailer within the port area at the request of the owner or agent of the ship shall be paid (60) riyals per unit.
2.3 The container that requires additional handling shall be paid an additional fee of SR (300) for the unit issued or received.
2/4 Connecting or operating the container or trailer with electric current and fueling and monitoring the temperature for any period during the first three days after the day of unloading shall be (200) riyals.

2/7 Restoring the goods belonging to other ports on the ship shall be deducted from the normal handling fees according to schedule (B / I) for each operation. If the re-staging requires unloading the goods on the pavement and then returning them to the ship,


2/8 Any other non-free services (such as shipyard cleaning, repair of damaged goods boxes, handling of goods requiring handling of equipment and / or special treatment) to be paid on the basis of (actual cost + 20%). Actual cost is calculated as follows:​

  • Remuneration of equipment used in accordance with Schedule B Annex.
  • Workers' wages (10) riyals / hour or part thereof.
  • The wages of skilled or technical workers (20) riyals / hour or part thereof.
  • The fees of the engineer or supervisor (30) riyal / hour or part thereof.

9) Any other free services (such as rescue, pollution control, fire fighting, etc.) to be paid on the basis of (actual cost + 20%). The actual cost is calculated as follows:​

  • Value of materials used.
  • Remuneration of equipment used in accordance with Schedule B Annex.
  • Remuneration of other used equipment not included in Annex B and calculated on the basis of (operating cost of maintenance and depreciation).
  • Workers' wages (50) riyals / hour or part thereof.
  • Supervisor fees (100) riyals / hour or part thereof.
  • A large fee for supervisors (200) riyals / hour or part thereof.​
  • (1000) riyals / hour or part thereof.

3 - Storage Fees:​​

3/1 - empty storage (container, trailer or flat storage) at the time of export for any period of stay in the port exceeding six days before the day of export, two riyals for every longitudinal foot of the day or part of the day.

The period of exemption from storage fees for containers and refrigerated trailers empty at the time of export shall be twenty days from the date of termination of the unloading of the ship on which the refrigerated container or trailer is received.

The period of exemption from storage fees for containers which require the public interest to prevent their entry and are unloaded within the customs area and re-exported is empty for thirteen days, as of the time of clearance of their contents by the Customs.

3/2 - The empty (empty container or trailer) storage after 10 days from the date of unloading shall be paid (15) riyals for every (20) feet long or part thereof for each day or part thereof.​



4. Fees for marine services:

Excludes these wages:
  • Military ships.
  • Fuel supply, water supply, cruise, fishing, locomotives, service hooks, sandals, and half the wage provided for in (4/2) if any of them occupies space on a commercial jetty.
4.1 The extension fee, the interconnection and decomposition of the ropes and the services of the Marine Observation Tower, including the use of locomotives, rope-hooks and guidance vessels shall be obtained on each vessel in the following cases:
  • Coming to the port
  • Leave the port
  • Moving from one berth to another within the port area (half paid)​

Notes :

  1. The capacity of the vessel in gross tonnage is GRT or GT, and if the vessel uses both, the wages are calculated whichever is higher.
  2. The time of the vessel's use of the berth starts from the arrival of the vessel to the pier and ends with the departure of the berth ship, and every 24 hours or part thereof shall be calculated by day.
  3. The time of use of the ship to the area of ​​the hijacker shall commence from the entry of the vessel to the area of ​​the hijacker and shall end with the departure of the vessel of the hijacked area. Each (24) hours or part thereof shall be calculated by day.
  4. The remuneration provided for in (4/1) shall be paid whether or not all or some of the services are provided to the ship, except for ships whose services do not require the use of locomotives and shall receive half the wage.
  5. (2/4) for the ships whose service requires special treatment such as the inability of the ship to use its engines,
  6. The wage provided for in (4/3) shall not be obtained if the ship remains in the area of ​​the abattoir because there is no suitable berth suitable for its reception.
  7. The remuneration provided for in (4/1) shall be paid for the carriage of the vessel from one berth to another if the transfer is at the request of the ship or its agent.
  8. The remuneration provided for in (4/2) shall not be paid for the following periods:​
    • The period of stay of the vessel on the pavement for non-handling operations at the request of the government in writing
    • ​The period of full handling of the vessel for a period of more than 24 hours due to the failure of the vessel or its shipping agent​
